Moundsville On Trac
In late 2024, the City of Moundsville was selected as one of three new “ON TRAC” communities through the West Virginia Office of Economic Development. ON TRAC is a downtown revitalization program and community development model that focuses on enhancing and supporting the unique character of the downtown business district. Communities selected for ON TRAC have access to resources and training on revitalization, historical preservation, promotion, economic development, and more. The On Trac District is Jefferson Avenue from Second Street to Fifth Street, and the Strans Theatre.
ON TRAC is a two-year program with the potential for the community to apply for the National Main Street America program at the end of this two-year period. ON TRAC & Main Street follow a four-pronged approach to development:
1) Economic Vitality - focuses on economic tools to assist new and existing business, catalyze property development, and create supportive environments for entrepreneurs to drive local economies.
2) Design - supports a community’s transformation by enhancing the physical and visual assets that set the commercial district apart.
3) Promotion - positions the downtown or commercial district as the center of the community and hub of economic activity, while creating a positive image that showcases a community’s unique characteristics.
4) Organization - involves creating a strong foundation for a sustainable revitalization effort, including cultivating partnerships, community involvement, and resources for the district.
Below are two initial grant programs available to the businesses and property owners in the district.
