ISSUANCE OF AN EXEMPTION CERTIFICATE DOES NOT IMPLY THAT DEVELOPMENT OUTSIDE THE IDENTIFIED AREAS OF FLOOD HAZARD WILL BE FREE FROM FLOODING AND DAMAGE. ISSUANCE OF AN EXEMPTION CERTIFICATE SHALL NOT CREATE LIABILITY ON THE PART OF THE CITY OF MOUNDSVILLE, THE FLOOD PLAIN MANAGER OR ANY OFFICER OF THE CITY OF MOUNDSVILLE IN THE EVENT FLOODING OR FLOOD DAMAGE DOES OCCUR.
